CENTRAL FORENSIC SCIENCE LABORATORY
HYDERABAD



The Central Forensic Science Laboratory, Hyderabad (CFSL, Hyderabad) was established in 1967 under the Intelligence Bureau and was brought under the administrative control of Bureau of Police Research & Development (BPR&D) in 1973 along with Central Forensic Science Laboratory, Kolkata. The laboratory was situated in a small rental building at Chirag Ali Lane, Hyderabad and was shifted to its present spacious building in 1982. Presently, the CFSL, Hyderabad is under the administrative control of the Directorate of Forensic Science, Ministry of Home Affairs, Government of India.

Under the Restructuring Scheme of the Ministry of Home Affairs, the CFSL, Hyderabad was declared as Centre of Excellence in Chemical Sciences and the NAA Unit at BARC, Mumbai, which was earlier under the control of CFSL, Kolkata was brought under the functional control of the Director, CFSL, Hyderabad with effect from 17.04.1998.

Charter of Duties

CFSL, Hyderabad is engaged in mainly the following types of activities :
  • Testing – Case Examination

  • Training – Training of scientists, Police Officers, Judiciary & Students of various Universities

  • Research & Development – Plan & Non-Plan Research Projects and JRF scheme

  • Other Activities – Procurement of equipment for other State Forensic Science Laboratories

  • Funding of Extra Mural Research Projects –
CFSL, Hyderabad is engaged in the Research & Development in the field of Forensic Chemistry, Forensic Toxicology and Forensic Explosives, which falls under its center of excellence. The laboratory has scope of accreditation for the above mentioned areas. Two new units namely, Computer Forensics & Counterfeit Currency have been started functioning during 2005. Establishment of DNA Unit, Lie Detection Unit, Tape Authentication and Speaker Identification Unit & Brain Fingerprint Unit are in pipeline and are expected to be commenced soon. The laboratory has been declared as nodal laboratory for accreditation of other forensic science laboratories in India as per ISO/IEC-17025. In this regard the laboratory has conducted various courses for preparation of documents required for accreditation and other various requirements like uncertainty measurements etc. The officers of the laboratory have helped in getting accreditation of other forensic science laboratories such as FSL, Haryana/Andhra Pradesh/Gujarat/Haryana/GEsQD, Hyderabad/Kolkata/Shimla.

Some other forensic science laboratories namely, Maharashtra, Karnataka, Chhattisgarh, Assam, Tripura and Manipur are also in line of getting accreditation. The laboratory has been entrusted with conducting proficiency testing programme and inter laboratory comparison testing programme. Interested Forensic Science Laboratories can contact the Director, CFSL, Hyderabad for participation in the above mentioned programmes. The laboratory has a trained expert team who can guide the investigating officers at the scene of crime.

Accreditation Status & Scope of Accreditation

CFSL, Hyderabad is the 1st Forensic Science Laboratory in the country, which got accreditation from National Accreditation Board for Testing & Calibration Laboratories (NABL) in 2001. The laboratory was conferred with this coveted status after stringent assessment by the expert team from NATA, Australia as per International standard based on ISO Guide 25 and NABL 113 specific guidelines for accreditation of Forensic Science Laboratories. The laboratory switched over to ISO/IEC-17025 in December 2003 and has successfully got through the re-assessment during 2004, 2007 & 2009. Now the laboratory has been practicing the latest international guidelines based on ISO/IEC-17025 (2005).

CFSL, Hyderabad has been accredited in the field of forensic science with the following scope namely, Ballistics, Biology, Chemistry (including Narcotics, Explosives), Physics, Toxicology, DNA Fingerprint Unit, Computer Forensic Unit and Counterfeit Currency Examination Unit.

The laboratory has also updated the National Working Procedure Manuals pertaining to Forensic Chemistry, Explosives, Narcotics & Toxicology.

The laboratory has a pool of well-qualified and experienced experts who are capable of analyzing the cases pertaining to Ballistics, Biology, Chemistry including Narcotics, Explosives, Physics, Toxicology, Computer Forensics & Currency. The laboratory is equipped with latest state of art equipment, Scanning Electron Microscope coupled with Energy Dispersible X-ray Analyzer (SEM-EDXA), XRD, Comparison Microscope, TGA-DSC, Ion Chromatograph, Inductively Coupled Plasma – Atomic Emission Spectrometry (ICP-AES), GC-MS, GC-FID/ECD, HPLC with PDA detector & TEA Detector, UV-VIS, Amino Acid Analyzer, FT-IR, FT-Raman, TLC-FID, Brasstrax, GC-MS, HPTLC, DNA Sequencer, PCR, Gel Doc System LC-MS-MS. All the software required for the examination of cases involving cyber crimes, mobile phones and other computer crimes are also available in the laboratory. The scientists of the laboratory are fully trained in crime scene examination and to collect scientific evidence from the scene of crime.

Under the Five Year Plan Project, the following facilities have been established and are ready to be functional shortly :

  1. National Bomb Data Centre from Forensic Point of View

    To help the Law Enforcement Agencies and Forensic Scientists in getting the information regarding various types of explosives and IEDs encountered in different states, to understand the trends and to help the criminal justice system a bomb data center has been proposed to be established in CFSL, Hyderabad under the X Five Year Plan Project. The above bomb data center will be fully functional with online data entry and retrieval to authenticated users shortly. The Law Enforcement Agencies and Scientists can access the information after confirming the authentication.

  2. Creation of Laboratory Facility for Nuclear, Biological and Chemical Warfare Agents

    The present trend in NBC weapons causes danger to the public. It may be conducted by groups/individuals for loss of human life and damage to property. Among all forms of criminal/terrorist activity the acquisition of weapons of mass destruction is the most threatening to the security of country and world as well.

    The physical evidences handled by forensic science laboratories are entirely different from the proposed NBC agents. There is urgent need for the establishment of such a facility, keeping in view the emerging trends in criminal/terrorist activities. The Forensic Scientist is the first to report at the scene of crime or incident of postal mails etc along with the police personnel. The creation of laboratory setup will help to impart training to all ground level police investigators for awareness and help forensic scientists to safely collect the physical materials and forward further to defence laboratories or analyze as per his inference.
