XX All India Forensic Science Conference, Jaipur, Rajasthan (Nov. 15-17, 2009)
The All India Forensic Science Conference, organized by the Directorate of Forensic Science, MHA, Government of India in collaboration with a State Governments has, over the years provided an important national platform for effective dialogue among the country’s forensic scientists, drawn from different disciplines. This year we have deviated a little and taken steps to ensure that police & Judiciary who are the two strong arms of the justice delivery system also participate in the conference. It is a matter of great importance that over 400 delegates from all over the country and from abroad are attending the XX All India Forensic Science Conference being held at Jaipur during November 15-17, 2009 and would be interacting on various issues related to ever increasing demands placed on them vis-à-vis criminal justice system. The collective deliberations and subsequent exchange of information would help all the elements of the Criminal Justice Delivery System in combating the white collar as well as the blue collar crimes in the country.
The development of Forensic Science institutions in India, during the British rule, was confined to the isolated attempts in establishing institutions for specific problems. Chemical Examiners Laboratories were thus set up at Madras (1849), Calcutta (1853), Agra (1864) and Bombay (1870). The real progress of Forensic Science, in India as a whole has largely been a post independence development. The first Forensic Science Laboratory was established in Calcutta in 1952, followed by another, in Bombay in 1958. The progress quickened further in sixties, and we now have many State Forensic Science Laboratories, Regional Forensic Science Laboratories in the States, besides four Central Forensic Science Laboratories and three Government Examiner of Questioned Document Laboratories under the Central Government. National Institute of Criminology and Forensic Science, New Delhi caters to the needs of in-service training of Forensic Scientists, police officers and judiciary in India. The total Forensic Science activity in the country is coordinated by the Directorate of Forensic Science (DFS), Ministry of Home Affairs, New Delhi.
During last few years the crime scenario has been changing rapidly and in the present millennium the change would be exponential. Today’s methods may no longer be fully applicable and the entire approach has to be different, irrespective of the area of operation. The changing crime scenario with the growing society’s expectations from the law enforcement community, and the forensic science laboratories have to reshape their processes, systems, organizational structure and culture towards achieving a quantum leap in performance in terms of costs, quality, speed and service.
Forensic Science utilizes the scientific principles and techniques for detection and investigation of crime, the results of which are presented as scientific evidence in the courts of law. Forensic Scientists assist the courts of law in determining the existence of a crime and identity of its perpetrator through scientific examination of crime evidentiary material.

About 400 delegates from India and abroad are participating in this annual event. Hon’ble Home Minister, Govt. of India, Sh. P Chidambaram Ji will inaugurate the function and Hon’ble Chief Minister of Rajasthan, Sh. Ashok Gehlot ji will preside over. The Forensic Science excellence awards, the meritorious awards, etc. will be conferred to different awardees in the Valedictory function on 17/11/2009 in which Shri N N Meena, Hon’ble Minister of State (Finance) is the Chief Guest. It is a matter of great pride that the response for this conference has been beyond our expectations and after a tough screening process 175 research findings have been accepted for oral and poster presentations. Invited speakers from India and abroad would be delivering lectures on topics such as the: Brain Electrical Oscillation Technique ; cyber crimes & cyber forensics and cyber terrorism; ‘Scientific Investigation of Crime; Firearm Data Base Management- Status and Challenges. Apart from this various technical talk on the latest technology will be delivered by the foreign and Indian companies. The best oral and the best poster presentation will be selected and individual authors will be awarded cash prize and commendation certificates.
This year one pre conference workshops is being organized by Directorate of Forensic Science on Nov. 14, 2009 as a pre-conference workshops to the 20th All India Forensic Science Conference DNA. During these pre-conference workshops eminent forensic experts from US Forensic Science Laboratories, Universities will be participating and interacting with our DNA experts.
XX All India Forensic Science Conference is full of important events. This year also two days interactive session has been specially introduced for Judges and Sr. Police Officers to create awareness among them on latest developments in forensic disciplines and to share their forensic experience while dealing complicated cases. There is also a national meet on “forensic academics” being organized by Lok Nayak Jai Prakash Narayan- National Institute of Criminology & Forensic Science.
FSL Jaipur, Rajasthan is a well known laboratory. It is one of the hi-tech laboratories of the country. Even many agencies outside Rajasthan have used the expertise of the FSL, Jaipur. It is now regarded as one of the country’s leading FSL. It has dealt with cases many cases of national repute. With high tech tools to crack crime mysteries and consistent record of quality analysis, Rajasthan FSL has gained expertise in the field of Forensic Science.
