The Central Forensic Science Laboratory, Kolkata (CFSL-K) is a premier Science and Technology Institution of National importance with state-of-the-art facilities of analysis in different disciplines of forensic science. The laboratory was established in the year 1957 with basic four disciplines of forensic science viz. Ballistics, Biology, Chemistry and Physics divisions as an out station subordinate office of Intelligence Bureau, Union Ministry of Home, Govt. of India. Later on laboratory was placed, in year 1971, under administrative control of a newly carved out Department – BPR&D. In the 2003, MHA Govt. of India, as a part of implementation of National Human Rights Commission recommendations, created a separate Directorate of Forensic Science in year 2003, consisting of three CFSLs and three GEsQD located at Kolkata, Hyderabad, Shimla and Chandigarh under its direct administrative control. CFSL, Kolkata is situated at Park Circus, Opposite to Chittaranjan National Medical College & Hospital, which is about 8 kms from the Howrah railway station and 16 kms from the Kolkata airport.
CFSL(K) has first time exploited atomic energy, in crime investigation in the country by establishing a Neutron Activation Analysis (NAA) Unit in premises of Bhabha Atomic Research Centre (BARC), Mumbai in 1971, which now functions under administrative control of CFSL, Hyderabad. In year 1993 the facilities of Explosive and Toxicological testing were strengthen by creation of separate divisions. During 1995, Biology Division upgraded its analytical facilities by including Serological examinations as routine Biological analysis. In 1997 the first National Forensic DNA Analysis facility was established in Biology division, for genotyping and sequencing of DNA related Biological specimens to crime exhibits of the laboratory. In year 1998 the Ministry of Home Affairs, Government of India declared CFSL, Kolkata as “Centre of Excellence in Biological Sciences” with re-christened charter with emphasis on R&D programmes in Biomedical Sciences. Biological laboratories of this Institute meet Bio-safety P-2 level standards and striving for P-4 level in near future. The commencement of Computer crime & Forensic Cyber crime facilities are the significant advancement of the institution. CFSL(K) is housed in a heritage building in precincts of erstwhile Naval Staff College of British India – located at 30, Gorachand Road (at crossing CIT Road), opposite Chittaranjan Hospital, Park Circus, Kolkata – 700 014. The institute has about 20 laboratories covering 16,000 sq.ft. area (approx.). Quality Assurance and Quality Control system is in place in examination of crime exhibits. All reports are issued after technical and administrative review to ensure high standard quality. The lab. is constantly striving for quality, timeliness and credibility in forensic analysis. The laboratory has nine examination units viz. Biology, Serology, DNA Typing, Chemistry, Explosive, Toxicology, Ballistics, Computer Forensic and physics.
